| Senior Change Management Advisor 1. Context The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists the Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international experts and capacity development advisors. The General Directorate for Policy and Planning (PPD) of the Ministry of Agriculture, Irrigation & Livestock is responsible for setting policy, develop legal and regulatory frameworks, procedures and standards for planning, and control in agriculture development and enterprise. This department oversees the formulation and compliance of policy and planning processes for all project implementation agencies within the Ministry. PPD ensures that all provincial departments plan and implement projects in compliance with established Ministry management standards. PPD closely collaborates with the Minister’s Office, all technical Directorates and the Program Implementation and Coordination Unit (PICU). PICU is responsible for the oversight of program and project implementation at all level of the Ministry, including central management units and provincial departments. 2. Position 2.1 Nature and Scope of Assignment The Senior Change Management Advisor will report to the Director General for Policy and Planning (DGPP). The Advisor will coordinate all activities of the CTAP capacity development team with the Change Management Process (CMP). This will ensure that all capacity development support provided through the CTAP team at all levels will be in alignment with CMP objectives. The successful candidate will be expected to work through and with his/her Afghan national counterparts, and to progressively transfer knowledge, skills and responsibilities to them. 2.2 Duties and Responsibilities The Senior Advisor’s primary responsibility is to review and re-formulate functions and business processes of PPD. Other responsibilities include support for formulation of policy and procedures for program planning, design and implementation at provincial level. The Senior Advisor will also, in collaboration with the Legal Advisory Team, be responsible for formulation of regulation and control policy for agriculture production and enterprise. The successful candidate will provide coaching and mentoring support in leading and managing organizational change, communications and flow of information in PPD. The Senior Advisor will carry out the following specific duties as listed: * Analyze current work plans, procedures and policies. * Gather and organize information on problems and procedures including present operating procedures. * Analyze data gathered, develop information and consider available resources, solutions or alternate methods. * Formulate and ensure the implementation of the substantive Change Management section. * Plan and support management activities undertaken to initiate the Change Management reform Plan for MAIL. * Ensure the substantive work program and related activities are carried out in an efficient and timely manner. * Assist management to ensure all outputs maintain the highest standard of quality and that reports are clear, objectives are based on comprehensive analysis. * Prepare recommendation for implementation of new processes, systems, procedures or organizational change. * Assist management in monitoring the implementation of new processes, procedures and systems. * Support the training of personnel in the application of new processes, systems, procedures. * Assist management in the review and development of operational manuals detailing established methods, processes, systems to ensure performance in accordance with organizational policy. * Coach, mentor and train staff in the PPD Team. * Ensure preparation of budget submission and cost plans, and monitors expenditures against budget. * Responsible for strengthening strategic planning by supporting and coordinating the continued development and strengthening of the strategic planning process and links between the activities and stakeholders. * Enhance project and program monitoring by supporting the management of the annual review of progress in the implementation of change management and its effectiveness at the provincial and district levels throughout MAIL. 2.3 Deliverables The deliverables of the Senior Change Management Advisor are: * New functions for PPD designed, agreed and implemented in alignment with MAIL Change Management Program. * Program and project planning and implementation procedures and standards designed, agreed and adopted in alignment with Change Management Program. * Budget planning systems designed agreed and implemented. * Reporting systems formulated and implemented. * Change Management Plan implemented in alignment with Change Management Program. 2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: * University degree, preferably in Organizational Design/Development, Human Resources Management, Public Administration or Business Administration. * Prefer a Master’s degree or above in Organizational Design, Human Resources management, Public Administration, Business, or related subject. * Minimum of 10 years experience in change management, organizational design/development, governance. A minimum of five years in process re-engineering, planning, change management, or public administration reform. * Demonstrated history of providing training or mentoring to local staff. * Able to produce high quality reports and other documents in English. * Fluency in Dari and Pashto a plus. International candidates who possess experience in Afghanistan or region and are familiar with one of Afghanistan’s local languages will also be considered. | |
