| Geotechnical Engineering Advisor (Geologist) 1. Organizational Context The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists the Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international experts and capacity development advisors. Kabul has experienced massive population growth in the past eight years. Its population, estimated at approximately 4.5 million, has grown at a rate of 17% per year between 1999 and 2002. The extent of damage to the city’s infrastructure and rapid increase of population places a huge burden on the central and local governments for the scale of reconstruction and development needed in the capital city. Kabul Municipality is responsible for providing basic infrastructure and services in the city, including roads, footpaths, drainage, sanitation and green areas; regulation of markets and public places; and land development and plot distribution for residential and commercial use. 2. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development program within Kabul Municipality’s Maintenance and Works Department. Under the supervision of the Director of the Department, the successful candidate will provide technical advice, management support and technical inputs required to allow Kabul Municipality to achieve the target of taking up most of the construction and maintenance works in Kabul City in 5-10 years time in an efficient and cost effective manner. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities. 2.2 Duties and Responsibilities Working with the designated Head of the Construction Section as counterpart, the Geotechnical Engineering Advisor will: * Develop and support implementation of systems for geological analysis of the construction sites. * Develop and support implementation of systems for analyzing material samples from the construction sites. * Develop and support implementation of systems for ensuring suitable construction materials are used for specific subsurface and environmental conditions. * Help the Department in setting up a Geological Lab in Kabul Municipality. * Assist in skills development in the area of geological and materials analysis for engineers. * Support Public Administration Reform and restructuring of the department, especially concerning systems, staff and structures related to Geotechnical Engineering * Coach and mentor the members of the Construction Section in order to promote their professional development. 2.3 Deliverables The deliverables of the Geotechnical Engineering Advisor are: * Manual for geological analysis for the construction sites. * Manual for analyzing material samples from the construction sites. * Work plan. * Monthly performance and progress reports on the advisory and capacity building activities. * Training needs assessment and training plan including timeline, budget, and source of training providers. * Training materials produced. * Supporting documents for M&E of the capacity building program. 2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: * A Bachelor’s degree in Geotechnical Engineering, and preferably a Master’s Degree in Geology. * A minimum of 10 years relevant work experience in geotechnical engineering work. * Experience working in developing and post conflict countries, especially in the region, will be an added advantage. * Familiarity with computerized building design tools and techniques. * Candidates must be fluent in English. Fluency in Dari and/or Pashto is a plus. International candidates who possess experience in Afghanistan or region and are familiar with one of Afghanistan’s local languages will also be considered. | |
