| Capacity Building Advisor 1. Organizational Context The Civilian Technical Assistance Program (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effect structures, efficient processes and skilled personnel. It assists the Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international experts and capacity development advisors. The Independent Directorate of Local Governance (IDLG) is the governmental organization responsible for subnational governance in Afghanistan. IDLG incorporates the Offices of Provincial Governors and the Offices of District Governors and Municipalities in its administrative structure, plays a key role in the appointment of Governors, and provides assistance and capacity building to Provincial Councils. IDLG is also responsible for the overall program of sub-national governance reform in Afghanistan. 2. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development program within the IDLG. Under the supervision of the Director of Human Resources, the successful candidate will provide technical advice and inputs in capacity development, training and organizational restructuring. The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities. 2.2 Duties and Responsibilities Working under the supervision of the IDLG Director of Human Resources and with a designated counterpart in the IDLG Capacity Building Unit, the Capacity Building Advisor will: * Design mechanisms, initiatives and projects to improve IDLG’s management and administrative processes * Conduct functional analyses of structures, departments and units under IDLG’s supervision * Assist in the organizational re-design of structures, departments and units under IDLG’s supervision * Support the development of capacity building services to support IDLG’s central and subnational structures * Develop a system of coaching, mentoring and training for IDLG permanent staff in the central and at subnational levels in partnership with IDLG staff in the HR Department * Provide technical support and advice to ongoing capacity building programs and services provided by internal and external organizations * Assist in the Monitoring & Evaluation of capacity development activities * Coach and mentor the designated counterpart to support his/her professional development 2.3 Deliverables The deliverables of the Capacity Building Advisor are: * Capacity development services for IDLG Central Office, Provincial Governor Office (PGOs), and District Governor Office (DGOs) * IDLG Central Office, PGO and DGOs organizational processes and management procedures updated and their service delivery improved * Coaching, mentoring and training strategy/program developed and implemented at central and sub-national levels * Capacity building operational manual and detailed implementation plan for IDLG’s capacity building programs developed and implemented * Effective coordination mechanism established with other institutions that deliver capacity building support to sub-national governance institutions * Functional analysis for all PGOs and DGOs units completed and reorganized if necessary in accordance with the findings of the functional analysis 2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: * University degree, preferably in Human Resource Management, Public Administration, Business Administration or related subject, preferably at Masters’ Level or above * Minimum 8 years’ development or governance experience, including at least 4 years’ experience in a role with significant responsibilities for capacity building, organizational development or Public Administration Reform * Demonstrated history of providing training, coaching and mentoring to local counterpart staff * Able to produce reports and other standards documents, in English, up to a professional standard * Previous experience in post-conflict environments a plus * Fluency in Dari and/or Pashto a plus International candidates who possess experience in Afghanistan or region and are familiar with one of Afghanistan’s local languages will also be considered. 3 Job Benefits In addition to competitive pay plus allowances, other benefits include: Accommodations: Security-cleared commercial guesthouses - stipend provided to live in accommodations of candidate's choice Transportation: Allowance provided - with vetted transportation companies Benefits and Leave: CTAP offers a competitive benefits | |
